No. A clear idea of the problem is enough – turning that into a specification is part of what you are paying us for. Rough notes and a paragraph about the goal are a perfectly good start.

We quote after understanding the work: a fixed written proposal for projects, or a monthly retainer for ongoing development. If your budget and the work do not match, we will tell you on the first call rather than string it out.
